PURPOSE:
A Traffic Study for the intersection of Laurel Drive and Charleston Drive to find the warrants for installation of a 3-Way STOP for traffic calming on Laurel Drive.
BACKGROUND:
A Resident submitted ACR Case ID 112295 requesting a 3-Way STOP for traffic calming on Laurel Drive at the intersection of Laurel Drive and Charleston Drive.
DISCUSSION:
Both Laurel Drive and Charleston Drive are the regular 29.5-ft in width. Laurel Drive is just under 1,000 ADT, while eastbound traffic on Charleston Drive is about 100 vpd, with a total 200 ADT. All way stop warrants are not met based on traffic volumes.
Laurel Drive was found to have a Mean and Median speed of 27 mph with an 85th percentile speed of 32 MPH. As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04 'yield or stop signs shall not be used for speed control'. A review of the accidents at this intersection does not indicate a required mitigation due to crash history. Both roadways are residential with low volumes.
Traffic speeds and minimum volumes are met and do qualify for traffic calming
IMPACT STATEMENT:
No impact based on staff recommendation.
RECOMMENDATIONS:
Staff recommends Denial of all way stop.
