SUBJECT:
A resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics and a not-to-exceed consultant agreement in the amount of $31,500 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Construction Phase Engineering Services for the Airfield Lighting Control and Monitoring System project (ARR 4522).

PURPOSE:
To obtain approval to enter into a consultant agreement with Crawford, Murphy and Tilly, Inc. for Construction Phase Engineering services and also obtain approval of an Agency Agreement with the State of Illinois.

BACKGROUND:
The ALCMS is located both in the control tower and the lighting vault at the Aurora Airport and consists of computerized and mechanical systems that control all of the airfield lighting such as rotating beacon, taxiways, runways and signage. This project will replace the outdated current system. In August of 2017 the City Council approved the design phase engineering agreement with Crawford, Murphy and Tilly, Inc. for this project. Bids were received and opened by the State Department of Transportation Division of Aeronautics on April 27th of this year. The City is required to have an approved construction phase consultant agreement on file with the Division of Aeronautics before the issuance of the notice to proceed. The attached consultant agreement for construction phase engineering has been reviewed and approved by the State and is ready for execution by the City.

The attached Agency Agreement outlines the prescribed responsibilities of both agencies and project funding percentages.

DISCUSSION:
The total cost of this project is estimated to be $330,513 of which $298,046 will be paid for with Federal funds, State Matching funds of $16,233 and our Local Match of $16,234.
