PURPOSE:
A Traffic Study for the Konen Avenue and Arlene Drive intersection for a request of all-way STOP signage.
BACKGROUND:
A PS # 2266577 request was submitted for the possible installation of all-way STOP signage at the intersection of Konen Avenue and Arlene Drive.
DISCUSSION:
The intersection is uncontrolled, with no Stop or Yield signage. Both roadways are classified neighborhood residential with low traffic volumes.
The resident expressed concerns over speed at the intersection. As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04 'yield or stop signs should not be used for speed control'. A review of the accidents at this intersection does not indicate a required mitigation due to crash history.
All approaches are fairly equal at approximately 375 veh/day with the peak hour never exceeding 20 veh/hr on any of the approaches. The Manual of Uniform Traffic Control recommends approximately five times the shown peak hour volume before consideration of an all way stop. The through street at this "T" intersection, Konen Avenue, has an average speed of 23 mph and 85th percentile of 30 mph. Coupled
with low traffic volumes, staff does not support the installation of an all way stop.
To clarify right of way staff recommends installation of a single stop sign for the southbound approach.
IMPACT STATEMENT:
No impact at this time.
RECOMMENDATIONS:
Staff recommends installation of a single stop sign for the southbound approach with a cross traffic does not stop placard.
