SUBJECT:
A Resolution Authorizing an Engineering Agreement for Professional Services with CEMCON, Ltd, in the amount not to exceed $49,000.00 to complete final design and permitting for stormwater management and conveyance improvements within the South Eola Road, Wheatlands Subdivision, and Misty Creek Subdivision areas.

PURPOSE:
The purpose of this project is to complete the design of stormwater management improvements that will alleviate several flooding issues: (1) near the intersection of South Eola Road and Barrington Drive; (2) near the intersection of Ellington Drive and Barrington Drive; and (3) near the intersection of Hafenrichter Road and Barrington Drive. The proposed scope of services includes: collecting topographic survey data, computer modeling, reviewing soil data, submitting permit applications to regulatory agencies, and preparation of final engineering plans and specifications.

BACKGROUND:
The need for this project was evident following the storm event of April 2013, which flooded South Eola Road near Barrington Drive and other nearby intersections for an extended period of time. Pumps were operated at the downstream end of the drainage system to lower the water levels enough to make roads passable for vehicles.

This phase (Phase 2) of the project builds on the preliminary engineering CEMCON, Ltd. completed in Phase 1. In Phase 1, CEMCON, Ltd. evaluated alternatives to determine the right combination of improvements to alleviate flooding issues in the area without creating adverse impacts at other locations. Phase 2 will fully develop the concept-level plans so the project can be competitively bid.

DISCUSSION:
