SUBJECT:
A resolution to award the 2019 Sanitary Sewer Root Control project with Duke's Root Control, Inc., 1020 Hiawatha Blvd. West, Syracuse, NY 13204, in the amount of one hundred four thousand, six hundred thirty-six dollars and thirteen cents ($104,930.00).

PURPOSE:
To treat sanitary sewers that have excessive root intrusion issues that could cause flow restrictions which may lead to basement back-ups.

BACKGROUND:
The Water & Sewer Maintenance Division performs mechanical root cutting when severe cases are found. The sections of sewer that are not yet deemed severe are added to the list for root control treatment. This root control contract involves applying a foam substance that will kill the roots and prevent them from immediately growing back. The foam application is much faster than mechanically cutting the roots which then begin to grow back immediately. A similar root control contract was publically bid, awarded to Duke's Root Control and completed in 2017. There was no root control work done in 2018. A portion of those sewers treated in 2017 will be re-treated with this contract and it will also address sewers that have been identified as needing treatment in the last two years. This contract will be completed prior to the end of the 2019 calendar year.

DISCUSSION:
The bid from Duke's Root Control was opened on September 25, 2019. Nineteen vendors/bid sites viewed the documents from the City's website. The tabulation of the one bid received is attached as Exhibit A. The lowest bid in the amount of one hundred four thousand, six hundred thirty-six dollars and thirteen cents ($104,930.00) was submitted by Dukes Root Control, Inc. Two years ago a second bid was submitted by a company that was contacted which stated that they no longer perform these services.
