SUBJECT:
A resolution to award the Richard St, Robert St, N Russell Ave Water Main Improvements project, located in Ward 6, to Gerardi Sewer & Water Co., in the bid amount of $3,187,318.50.
PURPOSE:
To replace the existing water main in the area which has a history of frequent breaks.
BACKGROUND:
The location of the water main to be replaced can be seen in the attachment, Exhibit A - Location Map. There are a total of 98 water services off the existing water main that will be replaced and switched over to the new main, most of which are currently lead service lines.
DISCUSSION:
A total of six bids were received, opened, and reviewed on May 20, 2026. Attached are Exhibits B & C, the posted bid document and the Evaluation Tabulation. Gerardi Sewer & Water Co's Submitted Bid can be seen in the attached Exhibit D. The lowest responsible bid received was in the amount of $3,187,318.50 by Gerardi Sewer & Water Co. This was 5.87% below the Engineer's Estimate of $3,386,230.00. A CIP for the replacement of water main on Russell Avenue has been in the planning phase for some time and a recent uptick in breaks has moved it to the top of the list. This CIP, IC074, has a bugeted amount of $800,000 coming from account 510-4058-511-73-01. The remainder of the water main improvements will be funded with account 510-4058-511-73-02 (IC076 & IC080) for $1,742,743.50 & $644,757.00 respectively which has a 2026 total budgeted amount of $5,250,000.00 (IC076) & $7,500,000 (IC080). A budget transfer is in process to increase the funds in this account if necessary.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
A verification of good standing was completed for Gerardi Sewer & Water in April for another project.
