A Resolution requesting approval to purchase 100 Mustang Survival First Responder Water Rescue Kits to equip the Aurora Police Department squad cars. The purchase made with federal grant funds, from the company Dive Rescue International, Inc. of Fort Collins, CO, in the amount of $27,262.00.
PURPOSE:
To obtain City Council approval for the purchase of 100 rescue equipment kits and award the bid to the sole bidder; Dive Rescue International Inc, of Fort Collins, Co.
BACKGROUND:
During the last few years there have been several incidents of officers being involved in water rescues. These sometimes involve a vehicle being driven into a body of water and other times involve citizens winding up in the water by other means. Currently the police department has no equipment to assist in a shore based water rescue and officers have had no other option than to enter the water to attempt a rescue. Doing this has the potential to be very dangerous; thus placing the officer's life at risk. Officers may not realize it until it is too late that they cannot swim in uniform while trying to rescue an individual who is panicking and thrashing in the water. Police officers are almost always first on the scene of these incidents and prior to the fire departments arrival. As a result, officers are apt to be in a position to potentially save lives in these situations when time is critical. In the past, officers have been nearly injured or killed while involved in these types of situations.
DISCUSSION:
The police department has identified the Mustang Survival First Responder Water Rescue Kit (MRK110) as the ideal rescue kit for squad cars. It is the only kit that we gave identified that contains an inflatable rescue stick, inflatable personal flotation device and a 75" throw bag.
