PURPOSE:
Conduct a traffic study, collecting vehicle speeds and volumes for Meadowbrook Drive at Birchdale Lane (south-most intersection).

BACKGROUND:
A resident submitted PS # 3119250 expressing concern for traffic speeds on Meadowbrook Drive approaching the south intersection of Birchdale Lane. Requested electric speed measuring sign, Stop signage, and Children at Play signage.

DISCUSSION:
The south intersection of Meadowbrook Drive and Birchdale Lane is uncontrolled, with no Yield or Stop signage. Both roadways are classified as residential, with speed limits of 25 mph. Both have curb, gutter, and sidewalk. A speed limit sign of 25 mph is up on the northeast corner of the intersection. There is not any parking restriction signage on any of the approaches. Both roadways are 29.5-ft in width.
The intersection is within 200 feet of the intersection of Meadowbrook Drive and Montgomery Road. An all-way Stop intersection, at Charlemaine, with crosswalks is located approximately 375 feet north of the intersection.
Traffic studies on Meadowbrook Drive revealed an ADT of 1,100 vpd, and average speeds of 25 mph northbound and 24 mph southbound (File: Meadowbrook 09 2017.pdf). Crash data for last three years shows two crashes, one on Birchdale and one SB on Meadowbrook, both involving parked cars.
"Children At Play" warning signs are no longer recommended, since they may encourage children to play in the street and parents to be less vigilant. Traffic volumes and crash data do not warrant the addition of stop signs for the intersection.

IMPACT STATEMENT:
No impact based on staff recommendation.

RECOMMENDATIONS:
Staff does not recommend additional signage.
