SUBJECT:
A resolution to award the Benton Avenue Water Main Replacement project to Copenhaver Construction, Inc., 75 Koppie Drive, Gilberts, IL 60136 located in Ward 6.
PURPOSE:
To replace the 12" water main along Benton Avenue across Stolp Island which has a history of breaks.
BACKGROUND:
The 12" water main within the Benton Avenue bridges across the Fox River was replaced when the bridges were reconstructed in 1994. However, the original water main on Benton Avenue across Stolp Island was not replaced and experienced a break in front of SciTech in 2016. Due to the age of the water main and the recent break, it was deemed that this water main between the two bridges should be replaced. A location map showing the extents of the project is attached as Exhibit A.
DISCUSSION:
Six bids were received, opened, and read aloud on June 27, 2018. The bid tabulation can be seen in the attached Exhibit B. The lowest bid in the amount of $425,000.00 was submitted by Concept Plumbing, Inc. but their bid was deemed ineligible because they do not meet the Illinois Department of Transportation prequalification requirements that were included in the bid documents. The second lowest bid and lowest responsible bid in the amount of $427,425.00 was submitted by Copenhaver Construction, Inc. The water main improvements will be funded with account 510-4058-511-73-02 which has a 2018 budget amount of $4,429,700.00. Also included as Exhibits C & D are the advertisement for bid and Copenhaver Construction, Inc.'s submitted bid.
IMPACT STATEMENT:
There will be temporary water shutdowns and lane closures impacting traffic on Stolp Island during the duration of the project.
RECOMMENDATIONS:
I request the proposed resolution be adopted.
