SUBJECT:
A resolution authorizing implementation of a revised Anti-Harassment/Sexual Harassment Policy for the City of Aurora pursuant to state law.

PURPOSE:
To obtain authorization to adopt an Anti-Harassment/Sexual Harassment Policy.

BACKGROUND:
The City of Aurora currently has an Anti-Harassment Policy that covers city employees including bargaining members of all collective bargaining agreements. The City of Aurora strictly prohibits harassment of any kind in the work place and is committed to providing a workplace free from all forms of discrimination and harassment, including sexual harassment. The City's long standing position on harassment is reflective in the current policy.

DISCUSSION:
The Sexual Harassment Reform P.A. 100-0554 was enacted on November 16, 2017 under the State Official and Employee Ethics Act, 5 ILCS 430/1. One provision of this new law applies to local government entities and provides that each government unit must adopt a sexual harassment policy by January 15, 2018 by ordinance or resolution.

The current City Anti-Harassment Policy has been revised to comply with the provisions mandated by P.A. 100-0554.

A redline revised policy is attached for your review.

IMPACT STATEMENT:
NA.

RECOMMENDATIONS:
That the City Council authorize the implementation of the revised City of Aurora Anti-Harassment/Sexual Harassment Policy pursuant to state law.
