PURPOSE:
To determine whether to install a Pedestrian Crosswalk on County Line Road somewhere between E. New York Street and Liberty Street.

BACKGROUND:
A Resident submitted ACR Case ID 96292 expressing a desire for a Cross-Walk somewhere on County Line Road between E. New York Street and Liberty Street. A Traffic Study from early August 2012, revealed average speeds of 30mph northbound and 33mph southbound. The 85th% was 38mph northbound and 40mph southbound. The ADT was about 950 vehicles per day.

DISCUSSION:
County Line Road has no sharp curves, but is wide and allows a clear line-of-site travelling north- or southwards. Pedestrian traffic appears to be minimal, with closed loop roadways on either side. There are existing pedestrian ramps at each intersection.

There is a school north of the site.

Staff will recommend two crosswalks with roadside crosswalk signage. The first crosswalk should be located on the north side of the northern intersection of County Line with Declaration and should be a school crosswalk of 12-inch ladders. The second crosswalk should be a standard crosswalk located at the southern end of the southern intersection with Declaration.

IMPACT STATEMENT:
Operation will be required to install striping and signage as recommended.

RECOMMENDATIONS:
Staff recommends two crosswalks with roadside crosswalk signage. The first crosswalk should be located on the north side of the northern intersection of County Line with Declaration and should be a school crosswalk of 12-inch ladders. The second crosswalk should be a standard crosswalk located at the southern end of the southern intersection with Declaration.
