SUBJECT:
A resolution authorizing the Mayor and City Clerk to enter into an agreement with Engineering Enterprises, Inc. of Sugar Grove, IL. for construction engineering services on the Farnsworth Avenue Water Main Replacement Project.

PURPOSE:
To enter into an agreement with Engineering Enterprises for the above referenced project

BACKGROUND:
The existing cast iron water main on Farnsworth Avenue is deteriorated and has experienced numerous breaks over the past few years. The breaks result in service outages to the local businesses along with traffic disruptions to the motoring public. In addition, there have been several incidents of property damage due to flooding as result of the water main breaks

DISCUSSION:
On March 11, 2014, the City awarded a contract to D Construction for the replacement of the existing main. Engineering Enterprises will be providing construction engineering services and ensure the completion of the work in compliance with the construction plans and specifications.

Engineering Enterprises, Inc. has proposed to provide full time construction engineering services on an basis in an amount not to exceed $60,700. The 2014 budget provides funding for this work in IC071 account #510-4063-511.73-02 (Water and Sewer Fund).

IMPACT STATEMENT:
This work will reduce the number of service outages experienced by the local businesses; reduce costs to the City associated with flooding damage to private property and costs for repairing broken mains. Engineering Enterprises will monitor the work to ensure compliance with the contract plans and specifications.

RECOMMENDATIONS:
We respectfully request this item be forwarded to the BGI Committee for their review and recommendation for approval.
