SUBJECT:
A resolution to award the rental of crowd control barricades for parades to United Rent-A-Fence, Addison, Illinois.
PURPOSE:
To obtain City Council authorization to accept the bid from United Rent-A-Fence, 1500 W. Fullerton, Addison, IL to provide crowd control barricades for parades.
BACKGROUND:
Security measures necessitate the use of crowd control barricades for all parades. In 2018, United Rent-A-Fence was used for a pilot program to see how the process would work and to determine if we would continue the practice in 2019 and beyond. As promised, if determined we would continue the security barricades, a formal bid process would be completed. United Rent-A-Fence was last awarded the bid in 2022.
DISCUSSION:
The bid for crowd control barricades was published February 26, 2025, with two vendors responding by the due date March 19, 2025.
The bid was published with terms of one-year with the possibility of three one-year extensions based upon mutual agreement between the City of Aurora and the selected vendor.
The total estimated costs for barricades on currently planned events will not exceed $51,040.00.
Barricades for private parades will be charged back to the organizer. This is budgeted in 2025 as a pass through for the private parades from account numbers in the amount of $24,000 for both 101-1405-347.20-20 (revenue) and 101-1405-450.39-50 (expense).
The funds are budgeted for City parades in 101-1405-450.53-21 ($32,000), 101-1405-450.53-01 ($100,000) and 101-1405-450.53-07 ($75,500).
The Local Preference Ordinance does apply to this bid but did not impact the result.
IMPACT STATEMENT:
Accepting the bid from United Rent-A-Fence will continue to provide another level of safety and security for those who participate and attend parades in the city of Aurora.
