PURPOSE:
A Traffic Study for the streets surrounding the large Sundial located on a Traffic Island on Clark Street and 5th Street for Speeds and Volumes.  
 
BACKGROUND:
Alderman Garza submitted ACR Case ID 103150 requesting investigation of speeding in the area surrounding the Sundial on Clark Street and 5th Street.  She suggested installing four-way STOP to slow cars down.  
 
DISCUSSION:
As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04  'yield or stop signs should not be used for speed control'.  A review of the accidents at this intersection does not indicate a required mitigation due to crash history.  Both roadways are residential with low volumes and speeds consistent with the posted Residential Speed Limit of 25 mph.   Traffic counts indicated an average speed of 22 mph on 5th Street (85th Percentile 26 mph), and an average speed of 22 mph on Clark Street (85th Percentile 26 mph).  The Traffic Volume for 5th Street was found to be about 1,750 vpd, with Clarks Street at 850 vpd.
 
The odd geometry does not lend itself to traditional stop control.   At this time given the lack of crash history staff does not recommend stop signage.

No impact.  
 
RECOMMENDATIONS:
Staff recommends denial.
