SUBJECT:
A Resolution to award the S. River Street Sewer Separation project to Brandt Excavating Inc., 385 E. Hoover St, Morris, IL 60450 located in Ward 4

PURPOSE:
To install new storm sewer removing stormwater tributary to the S. River Street and Sard Avenue intersection from the combined sewer system.

BACKGROUND:
The S. River Street and Sard Avenue intersection was previously identified as having drainage issues because the curb structures currently drain to the Fox Metro combined sewer interceptor. This intersection experiences flooding several times a year. A new storm sewer with an outlet to the Fox River will be installed to remove these drainage flows from the combined sewer system. A location map is attached as Exhibit A to show the limits of the project.

DISCUSSION:
The project, with a bid price of $269,311.00 is budgeted in 2019 within account 281-1856-512-73-09 (B031, $4,000,000.00 LTCP sewer separation). The anticipated unencumbered balance after this project and previously approved projects in this account have been approved is $1,267,181. The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Six conforming bids were received, publicly opened and read aloud on June 26, 2019. This contract is subject to the local vendor preference ordinance. However, none of the contractors submitting bids were eligible according to the requirements listed in the ordinance. The low bidder, Brandt Excavating Inc., has successfully completed similar projects for the City in the past. The bid tabulation and Brandt Excavating Inc.'s bid are attached as exhibits C and D.

IMPACT STATEMENT:
