PURPOSE:
To examine the possibility of installing four-way Stop signage at the intersection of Plum Street and N. View Street.
 
BACKGROUND:
An ACR Case ID 789046 was submitted by a resident requesting a Traffic Study to be performed for the intersection of Plum Street and View Street to determine the possibility of installing four-way Stop signage.  At this time, there is a two-way Stop on Plum Street approaching View Street.  At one time, View Street was a much busier street, serving as the access and exit road for the now disappeared Barber Greene factory.  View Street is wider than the City standard residential street width, allowing easy parking on either side of View Street.  View and W. Galena is still a signalized intersection to this day.
  
    
 
DISCUSSION:
Based on the Traffic Study, neither the traffic volumes nor crash history warrant the installation of an all-way Stop.
 
Traffic volumes on all approaches are fairly equal at approximately 450 veh/day with the peak hour not exceeding 60 veh/hr on any of the approaches.   The Manual of Uniform Traffic Control recommends approximately 3 times the shown peak hour volume before consideration of an all-way Stop.  
 
In addition, View already has a stop sign one block to the north and one block to the south.
 
 
IMPACT STATEMENT:
No impact based on Staff recommendation.
 
RECOMMENDATIONS:
Staff recommends denial.
