PURPOSE:
A Parking Study for Barrington Drive (W), involving parent-student pick-up/drop-off at The Wheatlands Elementary School, to determine if additional NO STOPPING, STANDING OR PARKING signage is needed.

BACKGROUND:
Received email from APD, Lieutenant Abbs, explaining issues with parent pick-up/drop-off along Barrington Drive (W), in front of the school. Traffic becomes congested with parked vehicles along Barrington Drive (W) making it difficult for traffic flow, including school buses. Alderman Bugg recently met with the school Principal on the issue. APD and City Engineering staff observed school traffic on January 24th.

DISCUSSION:
Barrington Drive (W) is classified as a minor collector, 39 feet in width. Dense parking was field observed along Barrington Drive (W), between Bellingham Lane to Cool Creek Drive. There is existing NO STOPPING, STANDING OR PARKING signage along Barrington Drive (W), both sides, between Hafenrichter Road and Bellingham Lane, which covers approximately the north half of the school frontage. APD would like to have NO STOPPING, STANDING or PARKING signage installed along Barrington Drive (W), Bellingham Lane to Cool Creek Drive, to fully cover the school frontage and help alleviate congestion during school arrival and dismissal periods.

School starts at 9 AM and dismisses at 3:50 PM, which is a change from recent years. Existing school signage is NO STOPPING, STANDING OR PARKING, MONDAY THRU FRIDAY, 7:30 AM TO 4:00 PM. It would be beneficial to modify time periods and add THIS SIDE to the existing signage. To be conservative to future changes in school start and dismissal times, we recommend signage reflect a weekday time period of 7:30 AM to 4:30 PM.
