body
PURPOSE:
Water system leakage is one of three factors that create water loss. The other factors are metering errors and data inaccuracies. The leak detection survey will be conducted in two phases. The sounding and leak detection of the water system is the first phase. Locating and pinpointing of unidentified leaks is phase two of the process.

BACKGROUND:
Leak detection surveys have been conducted on the City of Aurora water distribution system annually since the late 1990's. Our system is comprised primarily of Gray Cast Iron and Ductile Iron water main. The remainder of water main is a mixture of PVC, concrete and some steel.
A one year contract to conduct a survey of 350 miles of City of Aurora water main was solicited through a RFP. The contract could be extended by mutual agreement for two additional years. On September 18, 2013 four firms submitted qualified proposals. The firms were: Wachs Water Service, ADS Environmental, M.E. Simpson and Utility Services Associates.

DISCUSSION:
* Proposal Cost
* ADS Environmental : Year 1- $38,150
* WachsWater Service: Year 1- $54,250
* M.E. Simpson : Year 1 - $61,462
* Utility Services Associates: Year 1- $63,160
* Account 510-4470-511-38-47 of the 2013 budget has $70,000 allocated for the leak survey.

IMPACT STATEMENT:
In our continuing water conservation efforts a leak survey is the most efficient and cost effective measure that is available. Once a leak is detected it can be repaired with immediate returns on the dollar. Erosion and undermining of the right of way is also reduced
