SUBJECT:
Resolution Authorizing the Purchase of a Runway Paint Striping Machine for the Aurora Municipal Airport from RAE Products & Chemicals Corp.

PURPOSE:
Under U.S. Department of Transportation Advisory Circular 150/5340-1L, the Aurora Municipal Airport is required to meet the Federal Aviation Administration standards for markings used on airport runways, taxiways and aprons

BACKGROUND:
Annual inspection is performed by the Illinois Department of Transportation-Division of Aeronautics (IDA) to insure that the airport is in compliance with all airfield related items such as clear zone penetrations, field lighting, pavement markings etc.

The maintenance staff currently uses a 15 year-old walk-behind pavement striping machine with a ten gallon paint reservoir. It requires 3 full-day closures of our east-west runway (6,500' long) to stripe the edge lines only. We anticipate cutting this time at least by a factor of 3 using the proposed machine. The new machine is truck mounted and has a paint capacity of 66 gallons.

The new truck mounted striping machine will also be used by the Street Department for those projects suited for this type of large scale application.


DISCUSSION:
Two bids were received and opened by the City Clerk on July 16, 2014 (see attached Bid Tabulation). RAE Products & Chemicals Corporation, Alsip, IL was the low responsible bidder in the amount of $37,762.50. This is approximately 20% less than our estimated cost of $48,000.

The City of Aurora 2014 budget provides funding for this purchase out of two divisions, 25% of the expenditure is allocated to the airport under account 504-1810-433.65-01 and 75% to the Street Maintenance Division in account 340-4460-431.65-01.
