SUBJECT:
A Resolution Authorizing the Director of Purchasing to Execute the Engineering Agreement with HR Green, Inc. for the Construction Inspection and Material Testing Services for the 2019 City Wide Resurfacing Projects.

PURPOSE:
This Engineering Agreement will provide Construction Inspection and Material Testing Services for the 2019 City Wide Resurfacing Projects.

BACKGROUND:
The city plans to resurface 59.7 lane miles of streets for over $7 million. In order to oversee construction including inspections, work layout and fully document work, the city will require an experienced Resident Engineer to assist city staff with this project.

DISCUSSION:
The City published a Qualifications Based Selection (QBS) for the Resident Engineer services on February 13, 2019. Fourteen (14) firms submitted their qualifications and experiences. Staff reviewed the QBS and determined that HR Green, Inc. was the most qualified with the top 3 firm's scores attached as Exhibit 'B'.

This followed the Request for Qualifications process and is not subject to the local preference policy.

The attached Engineering Services Agreement from HR Green, Inc. noted as Exhibit 'A' provides an experienced full time Resident Engineer for up to 965 hours and additional fees for a sub-consultant to provide Material Testing. HR Green, Inc. will assist the Engineering Department with construction supervision on the 2019 City Wide Resurfacing projects as detailed in the scope of services in an amount not to exceed $94,999.59.

The 2019 City Budget provides for these funds in account no. 340-4460-431.73-91 (Capital Improvements Fund) which has a 2019 budget of $2,875,000.

RECOMMENDATIONS:
It is recommended to approve and forward the resolution to the next Committee of the Whole meeting.
