A resolution authorizing the Mayor and City Clerk to enter into an agreement with Wills Burke Kelsey Associates of Aurora, IL for engineering services for the Charles Street and Harrison Avenue Sewer Separation project.

PURPOSE:
This work is needed in order to prepare construction plans for the installation of new storms within the combined sewer system. The new storm sewers are being planned for Harrison Street between New York Street and Plum Street, and Charles Street from Elmwood to Russell Avenue. These streets were chosen due to past basement backups and because they need to be repaved in the near future.

BACKGROUND:
In March 2010, the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) to the Illinois and US Environmental Protection Agencies in accordance with the City's CSO NPDES permit. The CSO LTCP includes sewer separation by conventional methods and through the use of Green Infrastructure.

DISCUSSION:
The improvements that will be designed through this engineering agreement are needed in order to reduce basement sewer backups and to reduce the volume of untreated sewage that is discharged in to the Fox River.

Wills, Burke, Kelsey Associates has proposed to provide the design engineering services required to develop construction plans for the improvements on a time and material basis with a not to exceed total cost of $49,200.00.

The 2014 Budget provides funding for this work within B037 "Storm Sewer Extensions", Account No. 280-1852-512-81-23 (Stormwater Management Fee Fund).

IMPACT STATEMENT:
These improvements will alleviate basement backups and street flooding. The improved sewer system will result in a reduction in maintenance expenses.
