PURPOSE:
Award a contract for the above referenced project.
 
BACKGROUND:
The residents in this area serviced by this existing sewer experience frequent backups.  The existing sewer is located within the rear yards of the houses along Galena Boulevard between Gladstone and Calumet Avenues.  The sewer is undersized, installed with very little slope, and is in poor condition with severe root growth within the main.
 
DISCUSSION:
The replacement of this will reduce or eliminate the need for constant maintenance by City crews allowing more time for more preventative maintenance.  This work will also reduce or eliminate the backup of sewer into residential properties, therefore reducing cost to the City for repairing property damaged by sewer surcharging into basements.
 
Three bids were received, and publicly opened and read on Wednesday, September 11th, 2013. The low bid was submitted by H. Linden and Sons Sewer and Water, Inc. in the amount of $332,313.00.  The 2013 budget contains funding for this project in IB018 Account no. 510-4470-511.73-14 (Water and Sewer Fund).
 
IMPACT STATEMENT:
This project will reduce the amount of reactive maintenance and allow more time for preventative maintenance by City crews.  Sewage in residential basements will be reduced or eliminated and the City will experience a reduction in costs associated with repairing properties damaged by sewer backups in basements.
 
RECOMMENDATIONS:
We respectfully request that this item be forwarded to the BGI Committee for their review and recommendation for approval.
