SUBJECT:
A Resolution awarding a Professional Engineering Services Agreement to Christopher B. Burke Engineering, LTD for the Feasibility Study for Farnsworth Avenue from New York Street to US Route 30.

PURPOSE:
To seek Approval to Award a contract to Christopher B. Burke Engineering, LTD to conduct a Feasibility Study for Farnsworth Avenue from New York Street to US Route 30.

BACKGROUND:
Farnsworth Avenue corridor provides a north-south connection between Interstate 88 and US Route 34 along with Eola Road and IL Route 59. With the increase in demand for north-south travel corridors, making roadway improvements and extending its connection to US Route 30 as previously planned by the City will help minimize traffic delays in the region. A feasibility study will help evaluate the corridor and identify needed corridor improvements.

DISCUSSION:
The feasibility study will identify future demand, recommend typical roadway sections, and propose key intersection improvements. In addition, potential right of way needs will be identified.

The selection process involved requesting Statement of Qualification (SOQ) from five engineering firms. The SOQ's were received from four companies and were reviewed and ranked by the city staff and two finalists were selected to be interviewed. The two firms were interviewed and Christopher B. Burke Engineering was selected to proceed with the feasibility study.

The existing FY 2014 City Budget has identified funds and the contract will assume future budget approval of the remainder of the contract.
