SUBJECT:
An Ordinance creating article XII to chapter 12 of the of the Aurora City Code regarding "administrative citations" for violations of Property Maintenance Code and Zoning Code of the City of Aurora

PURPOSE:
The purpose of this ordinance adoption is to expand our current use of administrative citations also known as "P-Tickets". This type of citation is currently utilized by Animal Control, Quality of Life, Motor Vehicle Parking, Police Officers and other designees to enforce various violations of City of Aurora Ordinances.

BACKGROUND:
When the International Property Maintenance Code was adopted in its entirety, there were no standard time frames specified for compliance of various types of Property Maintenance Violations, making enforcement challenging.

Aurora, similar to other communities, has experienced growth and expanded its rental licensing program, with the most recent expansion including inspections of all single family rentals and all other non-owner occupied properties. The expansion increased the need for city staff's ability to utilize administrative citations more efficiently. The more efficient use will provide residents the opportunity to abate violations without having to go through the administrative hearing process.

DISCUSSION:
This ordinance was drafted after extensive research on the use of administrative citations by other municipalities, several internal meetings with City Staff, and input from various neighborhood groups.

Under the ordinance, inspectors in the Division of Property Standards would be able to efficiently cite and abate nuisance violations, without having the violations remain uncured until they reach our administrative hearing process, improving the quality of life for the neighborhood.
