MABAS-Illinois Contract Addendum, Ordinance, and Secretary/Clerk's Certificate Approval
PURPOSE:
To gain compliance with FEMA Policy RP9523.6 concerning "Mutual Aid Agreements
for Public Assistance and Fire Management Assistance" which includes the eligibility of MABAS-Illinois resources and capabilities for Federal Declaration of Disaster reimbursements under the Stafford Act.
BACKGROUND:
On December 4, 1990, City Council approved resolution R90-460 entering into an agreement to participate in the Mutual Aid Box Alarm System known as MABAS. This agreement allows
participating fire agencies to request resources from other agencies utilizing pre-defined guidelines and response plans. Recently, the MABAS-Illinois organization distributed an addendum to the Master MABAS Agreement and ordinance for city councils, policy members etc. to approve. Not only is this action necessary to gain FEMA compliance, it also provides a means of cost recovery in certain instances while providing aid to other agencies
DISCUSSION:
The intent of the MABAS addendum to the Master Agreement is to establish guidelines for recouping and making whole communities who provide mutual aid at prolonged events of 8 hours or more. This addendum also satisfies the eligibility requirements of the FEMA Recovery Policy (RP9523.6).
Attached for your review is the correspondence from MABAS-Illinois, including the addendum, ordinance, and FEMA Recovery Policy as well as the original MABAS Master Agreement. These documents were reviewed by the City of Aurora's Legal Department and deemed appropriate for moving forward. A copy of the email message from the legal department is attached as well.
