PURPOSE:
Staff will present research collected in the moratorium period as well as proposed changes to Article XII.
BACKGROUND:
The current Chapter 25, Article XII "Mobile Food Units" was approved by the City Council in 2018. It was created to govern "Food Trucks" that were previously being permitted under Chapter 32 "Peddlers and Solicitors" if at all. Over the past four years, the food truck/mobile food industry has continued to grow and evolve, and it was determined our code would benefit from some updates to address persistent concerns. Following the passage of the moratorium, staff from Revenue & Collections, the Law Department, City Clerk's Office, Zoning & Planning and the Mayor's Office began the process of reviewing the current Article XII.
DISCUSSION:
Staff used feedback from the City Council to formulate survey questions. Three different surveys were sent to: downtown restaurants (in and around downtown), liquor licensee's (to capture restaurants, grocery stores, etc.) and food truck operators. The feedback collected is attached for committee review.
IMPACT STATEMENT:
Today's discussion and direction from the Committee will inform the changes drafted.
RECOMMENDATIONS:
Staff respectfully requests feedback from the Committee to take us to the next step in the process.
