Requesting a Variance from the enclosed parking standards within the R-5 Zoning District to convert a 3 car garage to office use.

DISCUSSION:
Proposal: The Association for Individual Development has acquired and rehabilitated a 5 unit property at 523-531 N. Edgelawn Drive consisting of a 3 unit and 2 unit building. They provide housing and services to people with disabilities. The 3 unit building has a 3 car attached garage, while the 2 unit building has an attached 2 car open garage. The 3 car garage would be converted to common area/office space including a new restroom for the tenants and use by supervisory staff. There would also be an adjacent medical closet, common laundry and small storage room.

Evaluation: AID provides needed services to the community. They have completely upgraded this former dilapidated 5 unit property. The tenants who live at this location do not typically have a driver's license or own a vehicle. Even without this garage there is still plenty of parking space on the property with a 3 car wide driveway, a second driveway leading to the rear 2 unit building, and an open attached 2 car garage.

IMPACT STATEMENT:
The Planning and Zoning Division would anticipate that this project will increase the City's overall tax base and viability which will offset any incidental Department or staffing impacts
