PURPOSE:
To seek permission to apply for Highway Safety Improvement Program (HSIP) Grant for improving Farnsworth Avenue at Marshall Boulevard and Illinois Prairie Path Crossing.

BACKGROUND:
City staff is considering improving the intersection of Farnsworth and Marshall Boulevard and Illinois Prairie Path crossing to enhance safety.
We have also received recommendations from Fox Valley Park District personnel to improve the trail path crossing on Farnsworth at IL Prairie Path that will address the safety concerns and enhance bicyclists and pedestrian's visibility to motorists.

DISCUSSION:
City staff would like to apply for HSIP grant program for improving Farnsworth Avenue at both Marshall Boulevard and IL Prairie Path crossing. The improvements will include enhancing the bicyclists and pedestrian crossing at both Marshall Boulevard and IL Prairie Path crossings.
Proposed improvement at Marshall Boulevard will include constructing a median on the north leg, update/refresh pavement markings & striping, install Retro Reflective Flashing Beacons (6 of them on north leg placed back to back), proper signage and updating ADA compliant ramps.
The improvements along IL Prairie Path crossing will include constructing a median on both legs across the existing crosswalk and installing Retro Reflective Flashing Beacons-RRFB (6 of them placed back to back), update ADA compliant ramps, add proper signage and update/refresh pavement markings & striping.
The engineer's estimate of total cost of the project sums to $390,000.00 (Construction Cost = $300,000.00, Phase 1, 2 & 3 engineering costs totals $90,000.00 (10% of construction cost or $30,000.00 for each phase). All costs a...
