SUBJECT:
A Resolution Authorizing Repairs to Normal Pressure Pump #3 at the City of Aurora Water Treatment Plant for the Water Production Division.
PURPOSE:
To obtain City Council authorization for Layne Christensen Company (Layne), 721 W. Illinois Avenue, Aurora, IL, to perform all necessary services and repairs to return Normal Pressure Pump #3 (NPP#3) to full operational and functional status.
BACKGROUND:
NPP#3 is one of six finished water pumps that supply water from the water treatment plant to the normal pressure zone of the water distribution system. Approximately 70% of water provided to the city is supplied to the normal pressure zone. Each of these six pumps is individually capable of pumping from 3000 - 4000 gallons per minute. Recently, treatment plant staff noted unusual noises (rattling) coming from this pump. This is typically a sign of impending mechanical failure. NPP#3 had last been removed for repair work in June, 2007.
Under a not-to-exceed purchase order of $25,000.00, Layne was hired to remove the pump, inspect all pump components, and provide a proposal of needed repairs and associated costs. To date, Layne has invoiced for services of approximately $10,000.
DISCUSSION:
The total estimated cost of all proposed and recently completed work by Layne to restore NPP#3 to full operational status is $49,522.00.
A detailed breakdown of the needed repairs and associated estimated costs has been provided by Layne and is attached in a separate proposal letter.
The city entered into a Professional Services Agreement (PSA) with Layne in 2012 under Resolution No. R12-290, which provides a 5% discount on all labor and field services, and a 10% discount on specialized services performed by Layne. Layne will perform all work on a time and material basis and will only be compensated for the actual work performed...
