SUBJECT:
An Ordinance approving an Intergovernmental Agreement (IGA) with DuPage County for the reimbursement of eligible COVID-19 expenses from DuPage County's portion of Coronavirus Aid, Relief, and Economic Security (CARES) Act funds from the Federal Government to the City of Aurora.
PURPOSE:
The purpose of this item is to receive City Council approval of the IGA required by DuPage County to be approved, executed and submitted by the City of Aurora as part of DuPage County's required process for the reimbursement of eligible COVID-19 expenses from DuPage County's portion of Coronavirus Aid, Relief, and Economic Security (CARES) Act funds from the Federal Government to the City of Aurora.
BACKGROUND:
The Federal Government distributed CARES Act funds directly to those counties with a populations greater than 500,000 for distribution to municipalities. DuPage County qualifies and was a recipient of the funds. City staff worked closely with our lobbyist, Dan Shomon, DuPage Mayor's and Managers (DMMC) and directly with DuPage County to ensure Aurora (who has the second largest population in the county) was included in the distribution of said funds through any plan and process approved by DuPage County.
Our team also worked with and continues to work with our Legislators on both the Local, State and Federal level as additional funding bills are contemplated and drafted.
DISCUSSION:
DuPage County has approved a plan and process for DuPage municipalities to apply for CARES Act funding. Part of the plan is approving and executing the attached IGA which is required of every municipality applying for reimbursement of eligible municipal expenses. The IGA has been reviewed and agreed upon by all parties including Corporation Counsel.
