SUBJECT:
A Resolution Authorizing Well Maintenance Services for Well No. 27 for the Water Production Division.

PURPOSE:
To obtain City Council authorization for Layne Christensen Company (Layne), 721 W. Illinois Avenue, Aurora, IL, to perform all necessary services as described in this memorandum so Well 27 can be fully operational by June, 2015 for the seasonal increase in water demand expected during the upcoming summer.

BACKGROUND:
Well No. 27, located at 1048 Almond Drive is a deep well with the pump and motor setting at 959 feet below the surface and is normally capable of supplying approximately 1,800,000 gallons of water per day. The well's pumping equipment experienced a failure on March 8, 2015. Preliminary testing by both Water Production Division (WPD) staff and Layne indicated an apparent electrical problem with the Flowserve-Byron Jackson 2400-volt, 350 horsepower, submersible well pump motor. In order to determine the exact cause of the motor failure the well pump/motor assembly must be removed from the well for inspection and further testing. Under a not-to-exceed purchase order of $25,000.00, Layne has completed the removal of the pumping equipment and determined that an electrical short occurred at a plug connection between the flat power cable and motor. This is very good news as the motor itself does not appear to be damaged and should only require minimal, routine service.

DISCUSSION:
The total estimated cost of all proposed and recently completed work by Layne to restore Well 27 to operational status is $73,000.00. The major estimated cost items that have been identified are as follows:

Removal of all pump components and electrical inspection of motor: $25,000
Column pipe repairs: $5,000
Byron-Jackson motor routine service: $5,000
Flat cable motor link repair: $6,720
Reinstallation ...
