SUBJECT:
A Resolution Authorizing an Intergovernmental Agreement between the City of Aurora and the City of Warrenville regarding Duke Parkway and Route 59 Intersection (City of Warrenville - 17-00027 / WI33/4-16.230-AG/IGA - SP - WARD 10)

PURPOSE:
Duke Realty Limited Partnership and the City of Aurora, in partnership with the City of Warrenville, are seeking to construct the extension of Duke Parkway and its intersection with Route 59, the provisions of this Agreement will facilitate that construction.

BACKGROUND:
There are several partnerships involved with the completion of this construction project and concurrently with this proposal, there is also being considered an Economic Development Program Agreement with the State of Illinois, a Local Agency/Company Agreement with Amazon.com, Inc., an Engineering Services Agreement with HR Green, Inc., and a Roadway Agreement with Duke Realty Limited Partnership. The right of way for Duke Parkway, pursuant to a previous agreement, will be dedicated by Duke to the City of Warrenville. As part of the approvals from IDOT for the construction of the Duke Parkway/Route 59 intersection the existing roadway (Estes Drive) that currently "T's" into Rt. 59 just north of the proposed Duke Parkway would need to be terminated and a new residential roadway installed to connect that neighborhood to the new Duke Parkway. The neighborhood to the north, Estes Drive, and the new residential roadway are located in the City of Warrenville. Therefore, Warrenville will be partnering with Duke on completing this work and then will transfer the jurisdiction of the right of way to the City of Aurora.
