SUBJECT:
Resolution Authorizing the Execution of a Intergovernmental Agreement between the City of Aurora and the Fox Valley Park District for Police Services at Phillips Park and all other City Parks. Approval is needed by February 28th, 2014.

PURPOSE:
To obtain City Council approval for police services for the Divisions of Parks & Recreation through February 28, 2017. The dedicated security that this has provided has helped create the family-oriented environment that Phillips Park is known for today.

BACKGROUND:
The City of Aurora has hired the Fox Valley Park District to provide police services at Phillips Park since 2002. The pricing for the current contract which will expire on February 28, 2014 is $90,800.00 annually. The agreement has been mutually cooperative between the Aurora Police Department, Division of Parks and Recreation and the Fox Valley Park District. The collaboration between departments and agencies has contributed to increased safety and image to Phillips Park visitors.

DISCUSSION:
Both agencies met this winter to review the current agreement and discuss changes. The Park District has agreed to not increase their cost for services for the first year of the agreement. The last two years of the proposed contract the Park District has included a $3,000.00 increase bringing the cost for their services to $93,800.00 annually for 2015 and 2016. This increase represents a 3.3% increase over the current cost but is less than a half percent increase per year since 2005. During the current contract the Park District started providing coverage to all City Parks, not just Phillips. This change created greater value to the agreement and the City.
