PURPOSE:
To measure determine speed and volume on Ohio Street between Claim Street and Kane Street and evaluate need and justification for neighborhood traffic calming.
BACKGROUND:
A resident submitted ACR Case ID 87434 expressing concern about driver behavior on Ohio Street in the study area. Resident suggests installing 25mph Speed Limit signage, and possible Speed Humps. .
DISCUSSION:
A Speed/Volume study was conducted during the first week in April 2014. The ADT was measured at about 9,000 vehicles per day. Northbound average speed was 25mph, while the 85% is 34.41mph. Southbound average speed was also 25mph, with an 85% of 34.08mph. While the section of roadway qualifies for traffic calming per City policy, staff would be hesitant on recommending in-road traffic calming on a major collector with the apparent volume. There is no 25 MPH speed limit sign off of New York Street to the south.
IMPACT STATEMENT:
Targeted enforcement may be required by APD. Operations will be required to install speed limit sign.

RECOMMENDATIONS:
Given the major collector statue of Ohio Street staff does not recommend moving forward at this time with neighborhood traffic calming. Installation of a 25 MPH speed limit sign for northbound traffic just south of Century Lane. In addition staff recommends targeted enforcement as APD staff is available.
