Resolution Authorizing an Amendment to the Intergovernmental Agreement between the City of Aurora and the Fox Valley Park District for Police Services at Phillips Park and all other City Parks
PURPOSE:
To obtain City Council approval for extending police services for the Division of Parks & Recreation through February 28, 2018
BACKGROUND:
The Fox Valley Park District Police have provided police services at Phillips Park since 2002. The pricing for the recently expired (February 28, 2017) contract was $93,800.00 annually. They have provided excellent service. This collaboration between agencies has been successful in creating a safer environment in Phillips Park and other City Parks. The agreement has been mutually cooperative between the Aurora Police Department, Division of Parks and Recreation and the Fox Valley Park District. The collaboration between departments and agencies has contributed to both increased safety to Park visitors and image to the City of Aurora.
DISCUSSION:
Both agencies met this winter to review the last Agreement and discuss any changes. The Park District Administration along with the City of Aurora's Parks Division feel that it is in the best interest of both agencies to extend the current contract one more year. The cost would remain the same as 2016, $93,800.00. The Park District under the agreement provides police services to all City Parks, not just Phillips Park. This was especially beneficial to the visitors at McCarty Park last year. The 2017 city budget provides the necessary funds for this item in account number 101-4440-451.32-25.
IMPACT STATEMENT:
By not approving this Amendment to the IGA, City of Aurora Parks will no longer have dedicated Park Security Services and the Aurora Police Department would become the primary responder for any incidences in the future.
