SUBJECT:
Resolution to award a contract to Thomas Engineering Group, LLC. for Resident Inspection and Engineering Services

PURPOSE:
To provide the City with inspection of public improvements constructed as a part of private new development projects and other related services.

BACKGROUND:
The City issued a Request for Qualifications for the Resident Inspection and Engineering Services. This included providing qualifications in the following areas: Construction Observations and Inspection Experience, Traffic Study Reviews, Stormwater Management Evaluations, Structural Engineering Services, Plan Review Services, Floodplain Study Review.

Statements of Qualifications were received from sixteen (16) firms on September 12, 2025. This was a qualifications-based selection process for professional engineering services. Since it was qualifications-based, the local Vendor Preference Ordinance does not apply, but Thomas Engineering Group does have an office in Aurora, IL.

DISCUSSION:
Thomas Engineering Group, LLC. was selected as the most qualified firm by a three-person panel from the Engineering Division. Exhibit A shows how the statements of qualifications were scored and result of our review. After being notified of their selection, Thomas Engineering Group prepared the proposal included as Exhibit B.

Funding for these services is derived from fees charged to developers and permit
applicants. The fees are based on a percentage of the cost to construct the public
infrastructure. The City's annual budget provides funds for these services in account
101-4040-431.32-09. In 2025, the budget for these services was $210,000 .

This will be a three (3) year agreement beginning January 1, 2026 through December 31, 2028, with two optional one-year extensions based on mutual agreement. The contract fee for each year of the agreement will be established by th...
