SUBJECT:
A resolution to authorize the Director of Purchasing and City Clerk to enter into an agreement with Wills Burke Kelsey Associates, Ltd. to provide design engineering services for the dredging of Waubonsie Lake. The services will include the preparation of plan drawings, special provisions and the development of an estimated opinion of construction costs.

PURPOSE:
To enter into an agreement with Wills Burke and Kelsey Associates, Ltd. for the above referenced project. The agreement is attached as Exhibit 'A'.

BACKGROUND:
In 1991 the City executed an Intergovernmental Agreement (IGA) with the Fox Valley Park District pertaining to the cooperative use of storm water detention/retention systems (R91-88, attached as Exhibit 'B'). This IGA outlines the maintenance responsibilities of each party for various storm water detention/retention systems, one such system is Waubonsie Lake. Based on a study completed in 2012, the lake has met the necessary criteria for sediment removal via dredging and the preliminary field work has been completed. The next required step in the process is to perform the design engineering to develop the plans and specifications necessary to define the scope of work and competitively bid the project.

Wills Burke Kelsey Associates, Ltd. has performed design engineering for similar dredging projects in the past and the proposed project team has the technical ability to prepare the necessary documents for this work. In addition to the development of the construction documents, their experience in dredging operations will be helpful in regards to identifying and obtaining the necessary permits for the project.

DISCUSSION:
Wills Burke Kelsey Associates, Ltd. is proposing to provide design engineering services in an amount not to exceed $52,500. The 2015 budget provides funding for this work in Project B04...
