SUBJECT:
A Resolution to extend the hours for the sale and consumption of liquor on Thursday, May 5, 2016 - Cinco de Mayo.


PURPOSE:
Certain establishments currently licensed to sell/serve liquor have requested an extended hour of sale and consumption of liquor for Thursday, May 5, 2016 (Cinco de Mayo).

BACKGROUND:
If approved, this would mark the third year the City of Aurora allowed extended hours for license classifications A, B, E and F on Cinco de Mayo. Similar to New Year's Eve, St. Patrick's Day and the day before Thanksgiving, Cinco de Mayo is a popular day for celebrations. Some licensees will celebrate with live acts, and would like to be afforded extra time. Last year, the City experienced no problems with this extension.

DISCUSSION:
This resolution, if approved, would not affect the current wording within the Liquor Ordinance, nor would it cause a permanent change in the Ordinance, as it is for the approval of extended hours on a single occasion.

As required in the past, any licensees granted permission to extend their hours on the abovementioned day would be required to meet additional conditions as stated in the proposed resolution below.

If approved, the office of the City Clerk would provide the Police Department with a list of all establishments that have applied for and have been granted permission to extend their hours by one (1) hour, resembling the manner in which we handle the extended hours for New Year's Eve.

IMPACT STATEMENT:
This resolution, if approved, would enhance business opportunities for establishments in connection with the upcoming observance of Cinco de Mayo.

RECOMMENDATIONS:
I request that this resolution be forwarded to the April 19, 2016 Committee of the Whole meeting to seek a recommendation for approval by City Council on April 26, 2016.
