Resolution to Reject All Bids for the Indian Trail Elevated Tank Site Improvements project for the Water Production Division.
PURPOSE:
To obtain City Council approval to reject all bids received for the Indian Trail Elevated Tank Site Improvements project for the Water Production Division.
BACKGROUND:
The 1.5 million gallon (MG) Indian Trail Elevated Tank, located at 1325 West Indian Trail, provides potable water distribution system pressure and storage capacity. The recoating of the tank was completed in 2014, but during the process of the tank rehabilitation project, it became apparent that several site improvements needed to be completed. Thus, detailed construction plans and specifications were prepared and the site improvements project was publically bid.
DISCUSSION:
The contract to perform the site improvement work was advertised on May 24, 2015, and bids were opened on June 17, 2015. Only two submittals were received.
The lowest bid received was for $423,783.00, but the contractor did not acknowledge the single addendum that was sent out to all plan-holders and did not use the proper revised bid form. Thus, the lowest bidder was deemed unresponsive. The other bid received was for $703,481.00 which was approximately 66% higher than the unresponsive low bid, 56% higher than the Engineer's Estimated Construction Cost of $450,594.00, and was deemed to not be a fair estimate of the actual cost of the work.
As such, the Water Production Division, along with the project consultant Engineering Enterprises, Inc. (EEI), are recommending that all bids be rejected and the project be re-advertised later in 2015. EEI's recommendation letter is attached.
