SUBJECT:
Request to authorize the Director of Purchasing to enter into an agreement with Wills Burke Kelsey Associates for providing engineering services for the design of raingardens within the combined sewer system.

PURPOSE:
To enter into an agreement with Wills Burke Kelsey Associates to provide engineering services for the design of raingardens on the City's west side as required by the City's approved Combined Sewer Overflow Long Term Control Plan (CSO LTCP).

BACKGROUND:
Through the City's National Pollutant Discharge Elimination System permit, the Illinois and US Environmental Protection Agencies required the City of Aurora to develop and implement a CSO LTCP. The approved LTCP includes sewer separation by both conventional methods and through the use of green infrastructure such as raingardens.

DISCUSSION:
This work is a required part of the City's EPA mandated CSO LTCP. The improvements will remove stormwater from the combined sewer system and in turn help alleviate basement backups and sewage overflows into the Fox River.


IMPACT STATEMENT:
Funding for this work is provided in the 2015 budget within the LTCP Fund, account no. 281-1852-512-81-31, CIP no. B046.

Please consider forwarding the attached proposed resolution to Committee of the Whole for approval.
