SUBJECT:
A resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics and a not-to-exceed consultant agreement in the amount of $57,000 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Construction Phase Engineering Services for the Overlay Southeast Quadrant Perimeter Roadways Project (ARR 4636).

PURPOSE:
To obtain approval to enter into a contract with Crawford, Murphy and Tilly for construction phase engineering services and to also obtain approval of an Agency Agreement with the State of Illinois

BACKGROUND:
The roadways around the airport are badly deteriorated and are in need of repair. In August of 2017 the City Council approved the design phase engineering agreement for this project. Bids for this project were received and opened by the State Department of Transportation Division of Aeronautics on April 27 of this year. The City is required to have an approved construction phase consultant agreement on file with the Division of Aeronautics before the issuance of the notice to proceed. The attached consultant agreement for construction phase engineering has been reviewed and approved by the State and is ready for execution by the City.

The attached Agency Agreement outlines the prescribed responsibilities of both agencies and project funding percentages.

DISCUSSION:
The total cost of this project is estimated to be $373,111.00 whereby the State share is $335,800.00 and our Local share is $37,311.00. There is no Federal participation because this work is on the non-airfield side of the airport.
Funds for this project have been set aside in our 2018 budget under CIP D048 in account No. 504-1810-433.73-99.
