SUBJECT:
A resolution authorizing the Director of Purchasing and the City Clerk to enter into an agreement with Thomas Engineering Group to provide construction engineering services for the East Galena Blvd Sewer Separation Project.

PURPOSE:
To enter into an agreement with Thomas Engineering Group for the above referenced project.

BACKGROUND:
In March 2010, the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) in accordance with the requirements set forth by the Clean Water Act. The City owns 15 permitted combined sewer overflow. CSO #8, located near East Benton Street and the East Branch of the Fox River, is one of the City's most active overflows and contributes a large volume of overflow into the Fox River. These improvements will de-combine storm sewer flows tributary to overflow #8. The construction of these improvements will be performed by Superior Excavating Company. This agreement with Thomas Engineering Group will provide on-site construction engineering services.

DISCUSSION:
The improvements to be constructed as part of this project will reduce sewage backups into residential basements, reduce street flooding, and reduce the discharge of untreated sewage into the Fox River.

Thomas Engineering Group has proposed to provide full construction engineering services and ensure the completion of the work in accordance with the plans and specification for an amount not to exceed $364,181.00. The 2015 budget provides funding for this work in B031 account #281-1856-512.73-09.

IMPACT STATEMENT:
These improvements will ultimately reduce the frequency of back-ups into residential basements, street flooding, and overflows to the Fox River.

RECOMMENDATIONS:
Please forward this request to the Building, Grounds, and Infrastructure Committee for their review and approval.
