SUBJECT:
A Resolution to award the Commonwealth Avenue Street Sewer Separation project to Superior Excavating Co., 424 San Carlos Road, Minooka, IL 60447 located in Ward 4.

PURPOSE:
To install new storm sewer removing stormwater along the two blocks of West New York Street east of Commonwealth Avenue from the combined sewer system.

BACKGROUND:
These two blocks of West New York Street east of Commonwealth Avenue were previously identified as having drainage issues with several of the curb structures that currently drain to the combined sewer system. A new storm sewer will be installed to remove these drainage flows from the combined sewer system. A location map is attached as Exhibit A to show the limits of the project.

DISCUSSION:
The project is budgeted for in 2019 within account 281-1856-512-73-09 (B031, $4,000,000.00 LTCP sewer separation). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Two conforming bids were received, publicly opened and read aloud on March 27, 2019. This contract is subject to the local vendor preference ordinance. However, neither of the contractors submitting bids were eligible according to the requirements listed in the ordinance. The low bidder, Superior Excavating Co., has successfully completed similar projects for the City in the past. The bid tabulation and Superior Excavating Co.'s bid are attached as exhibits C and D.

IMPACT STATEMENT:
These two blocks of West New York Street will be closed to traffic during construction, but the increase in traffic on the neighboring blocks will be negligible. The site is adjacent to the West Aurora High School so construction will be completed while school is not in session.

RECOMMENDATIONS:
I request the proposed resolution be adopted.
