Resolution Authorizing the Local Agency Agreement for Federal Participation with the State of Illinois, the Construction Engineering Agreement with HR Green, Inc., and the Appropriation of Motor Fuel Tax Funds for Construction and Engineering Services, all related to the Eola Road Reconstruction - Montgomery to 87th Street Project #GB053 (Section # 10-00292-00-WR)

PURPOSE:
This Resolution will authorize the Agreement to Utilize Federal Funds, Approve the Engineering Services Agreement and Appropriate Motor Fuel Tax (MFT) funds for the Eola Road Reconstruction Project.

BACKGROUND:
The Eola Road project will reconstruct the existing 2 lane road from Montgomery Road to 87th Street to a 5 lane cross section with left turn lanes at Ridge Avenue and Dorothy along with intersection improvements at Montgomery and Keating. The roadway will also include new storm sewers, sound barrier wall, sidewalk on the east side, bike path on the west side, street lights and traffic signals at Montgomery Road and 87th Street.

DISCUSSION:
The City has currently secured $4,080,000 in CMAQ funds and $1,700,000 in STP funds to offset the cost of this project. On December 4th we anticipate securing an additional $2,000,000 in STP funds from the Kane/Kendall Council of Mayors. The Local Agency Agreement with the Illinois Department of Transportation (IDOT) and the Engineering Agreement for Federal Participation are required to be approved by the City Council.
The attached Local Agency Agreement for Federal Participation - BLR 05310 (Exhibit 'A') defines the Division of Cost for Construction and Engineering utilizing existing Federal Funds. Upon securing the additional $2,000,000 in STP funds an amendment will be executed to reduce our local share by said amount. IDOT bid letting is scheduled for January 15, 2016.
