SUBJECT:
Requesting for the approval of an InterGovernmental Agreement between the Aurora Police Department and the DuPage Metropolitan Enforcement Group (DUMEG).

PURPOSE:
The Aurora Police Department has seen significant success in combating various crime issues while working with other law enforcement entities. The Aurora Police Department is seeking to form an alliance with DUMEG to specifically address narcotics related activities in the DuPage county portion of the City. By assigning one officer to the DUMEG unit, the City will be able to utilize the resources and manpower of DUMEG to have greater efficiency in targeting drug activity.

BACKGROUND:
Over the past several years, narcotic related complaints have steadily been increasing in the DuPage county portion of Aurora. The Aurora Police Department Special Operations Group has been working to combat these complaints. However, to better focus on these issues, the department has found that often times working cooperatively with other law enforcement agencies greater success is obtained. DUMEG is comprised of 24 law enforcement agencies with 14 officers that actively work cases (ten of the agencies are strictly financial contributors). Having one APD officer in DUMEG will greatly increase our manpower to investigate drug crimes in DuPage County.

DISCUSSION:
If approved the officer would come from the APD Special Operations Group to fill the DUMEG position. The DUMEG policy board has already approved for the Aurora Police Department to join the task force upon approval by the City Council. There is no financial cost to join DUMEG, only that the police department provide the officer a vehicle.
