SUBJECT:
A resolution to award the Galena Boulevard, Illinois Ave, and CSO #10 Outfall Cured In Place Pipe (CIPP) Lining Project to Visu-Sewer of Illinois, LLC, 9014 S. Thomas Avenue, Bridgeview, IL 60455.

PURPOSE:
To enter into an agreement with Visu-Sewer of Illinois, LLC to install 3 separate CIPP liners on three sections of sanitary sewers that are deteriorating.

BACKGROUND:
The Engineering division and their consultants annually perform inspections and investigations on the City's underground utilities. These three sections of sewers were noted to have deficiencies during those investigations but they were identified soon enough that the cured in place pipe liner could be utilized to prevent further deterioration. This preventive maintenance method is preferred to a traditional complete replacement due to the lower cost, shorter installation time, cleaner installation process, and minimal inconvenience to the neighborhood and residents.

DISCUSSION:
Visu-Sewer of Illinois, LLC's bid of sixty-seven thousand three hundred and fifty-two dollars ($67,352.00) was the lowest responsible bid of two (2) bids received. A tabulation of the bids is attached as Exhibit A and the project location map is attached as Exhibit B. A copy of the formal invitation for bid posted in the Beacon News is attached as Exhibit C and a copy of the bid documents submitted by Visu-Sewer of Illinois is attached as Exhibit D. This project will be funded with account #510-4063-511-73-14 which is designated for sanitary sewer investigations and repairs.

IMPACT STATEMENT:
The installation of each section is anticipated to take one day and there will be lane closures at each location for that time. Each roadway has two lanes of traffic in each direction so at least one of traffic in each direction will remain in place. The contractor has been directed not to begin lane closures...
