SUBJECT:
A Resolution Authorizing Well Maintenance Services for Well No. 17 for the Water Production Division

PURPOSE:
To obtain City Council authorization for Layne Christensen Company (Layne), 721 W. Illinois Avenue, Aurora, IL, to perform all necessary services as described in this memorandum to return Well 17 to full operational and functional status.

BACKGROUND:
Well No. 17, located at 811 N. Highland Avenue is a deep well with the pump and motor setting located at 840 feet below the surface and is normally capable of supplying approximately 1,100,000 gallons of water per day. Well 17 has been recently inactive due to loss of pumping capacity attributed to possible holes in the column pipe and/or bowl assembly. In late 2014, Layne performed preliminary work which included removal of the pump components in order to verify the actual cause of the suspected problem(s). Holes in the pump bowl assembly were indeed found. Additionally, routine inspections of all pump, motor, and piping components were completed. Final repair recommendations and cost estimates are discussed below.

DISCUSSION:
The total estimated cost of all proposed service work by Layne to restore Well No. 17 to operational status is $145,670.00. The major components that have been identified with their costs are as follows:

Pump Bowl Assembly replacement: $20,000
Column Pipe replacement: $62,900
Flat Cable replacement: $5,870
Aquifer Level Sensor: $6,900
Reinstallation of all pump components: $50,000

A detailed breakdown of the estimated costs has been provided by Layne and is attached in a separate proposal letter.

The city entered into a Professional Services Agreement (PSA) with Layne in 2012 under Resolution No. R12-290, which provides a 5% discount on all labor and field services, and a 10% discount on specialized servic...
