A Resolution to award the North LaSalle Street Sewer Separation and Overlay project to H. Linden & Sons Sewer and Water, Inc.- Ward 2
PURPOSE:
To install new storm sewer removing stormwater along this block of North LaSalle Street from the combined sewer system, abandon the existing 4" water main, install new curb and gutter, and overlay the existing brick roadway with a bituminous asphalt surface.
BACKGROUND:
This block of North LaSalle Street was previously identified as needing roadway improvements. Prior to bidding out the project, the status of the existing utilities were evaluated. The existing 4" water main has a few abandoned water services still connected to it and has little benefit to the system while currently only serving one hydrant. It was decided to install a new hydrant off of the Spring Street water main and abandon the 4" water main on North LaSalle Street. In addition, this block of North LaSalle is one of only a few areas in the neighborhood that still have inlets connected to the combined sewer system. New storm sewer will be installed to remove the drainage flows from the combined sewer system.
DISCUSSION:
The project is budgeted for in 2017 within accounts 281-1856-512-73-09 (B031, $112,703.00 sewer separation), 510-4063-511-73-02 (B047, $54,525.00 water main), and 340-4460-431-7391 (CAPA, $175,070.00 roadway). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Five conforming bids were received, publicly opened and read aloud on August 9, 2017. The low bidder, H. Linden & Sons has successfully completed similar projects for the City in the past. The bid tabulation and H. Linden & Son's bid are attached as exhibits C and D.
