SUBJECT:
A Resolution to allow the Director of Procurement to execute a contract with National Power Rodding Corporation, 2500 W. Arthington St., Chicago, IL 60612 in the amount of three hundred forty-one thousand, eight hundred dollars and zero cents ($341,800.00) for the Sanitary Sewer Heavy Cleaning Contract. The sewers to be cleaned are located throughout the City of Aurora.

PURPOSE:
To execute a contract with National Power Rodding Corporation to complete heavy cleaning of selected sanitary sewers.

BACKGROUND:
The City performs annual inspections and light cleaning on portions of the sanitary and combined sewer systems. One of the common follow up activities identified based on need is heavy cleaning of certain sewers. This contract will address the sewers identified as needing heavy cleaning over the last three or four years of inspections. Heavy cleaning activities will require the need for a jetter or combination vacuum truck to remove excess debris or large deposits on the pipe. Pipe segments totaling 42,500 feet have been designated for heavy cleaning as part of this project. The pipe diameters range in size from 8 inch to 30 inch.

DISCUSSION:
The cleaning of the sewers on this list is a high priority and will result in a reduction of basements backups and combined sewer system overflows. The project is budgeted for in 2017 within account 510-4063-511-73-14 (IB018). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit A. Four conforming bids were received, publicly opened and read aloud on July 26, 2017. The low bidder, National Power Rodding Corporation has successfully completed similar projects for the City in the past.
