SUBJECT:
A Resolution to Award the Lake Street Median Improvement Project to Geneva Construction Company and Authorizing the Director of Procurement to Execute the Engineering Agreement with HR Green, Inc.

PURPOSE:
To authorize the construction contract, engineering agreement and street light pole purchases for the Lake Street median improvements from Illinois Avenue to Indian Trail.

BACKGROUND:
The State of Illinois and the City of Aurora are desirous of making improvements along Lake Street including replacement of the median barrier curbs, street lighting and landscaping. The City Council approved the Funding Agreement on May 26, 2015 (R15-135) to provide State funds for this project. The State will pay the City for the construction and engineering costs up to a maximum amount of $475,000.

DISCUSSION:
Construction Bids were opened and publicly read on March 22, 2017. The bid tabulation for the 6 bids received is attached as Exhibit 'A'. The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $510,062.03 which is 23% less than the Engineer's Estimate. We recommend awarding the Lake Street Median Improvement project to Geneva Construction for the unit prices submitted.

The City of Aurora is the lead agency for this project and will be responsible for construction and administering the project. On-site construction inspection will be provided by HR Green, Inc. for an amount not to exceed $41,525.54 as noted in Exhibit 'B' Engineering Agreement.

Upon city council contract and agreement execution, the State will pay 80% of the approved cost. The remaining 20% will be received after project completion.

After the median construction is complete, the city's electrical department will begin replacing the existing street lights with decorative 40 foot street light poles manufactured by Millerbernd, ...
